Some days they want, some days they don't. You want to become a federal state? Perfect! Use a foreign country as example (Germany, Switzerland, the USA) and just DO IT, dammit. We already have regions, it shouldn't be so difficult to form a federal state. The truth is, they simply use the secession argument to threaten their Government allies. *sigh*
